A movement convened by Health Data Forum to strengthen the foundations of trustworthy health AI: relevant data, responsible stewardship, clear governance and human judgement.
The initiative evolved from Data First, AI Later. Its continuing purpose is to connect the quality of data and evidence with decisions that matter to health systems, patients and society.
Our practical questions are: what needs to improve, who can contribute, what evidence is required and what resources are needed to act responsibly?
Health Data Forum convenes the movement and supports its shared agenda. Commercial project development and delivery are agreed separately through suitable delivery organisations.
This distinction keeps the purpose, responsibilities and funding of each activity clear.
Atlas Health is one such delivery organisation. Health Data Forum remains independent, and participation in the movement is never conditional on working with any delivery organisation.
The Health Data Forum Global Hybrid Summit took place in Bilbao on 24–25 September 2026. Discussions connected health data policy with the realities of genomics, imaging, infrastructure, governance and trust.
The movement now invites contributors and partners to help develop the next stage through shared learning, focused conversations and scoped collaboration proposals.

That means better data, better stewardship, better governance and better human judgement — all working together to shape innovation that is ethical, useful and grounded in the realities of healthcare.
Quality, integrity and accessibility as the foundation for AI
Clear accountability and responsible data management
Structures that ensure trust, ethics and compliance
Human wisdom guiding technology toward meaningful outcomes
Atlas Health is being developed as a commercial route for project architecture and delivery coordination. Its proposed pathway moves from exploration — determining whether a health challenge can become a feasible real-world project — through activation of the required partners, territories and data infrastructures, to scaling an approach across further populations and territories.
Atlas Health does not hold or centralise data. It works with existing health systems, research institutions and data custodians. Any engagement is scoped and contracted separately from the movement.
The movement convenes Executive Think Tanks — structured, facilitated dialogues that bring together senior decision-makers to work through specific challenges in health data and AI implementation.
These are not conferences or panels. They are working sessions designed to produce shared understanding, practical proposals and a basis for action.
